Scenario no 1 Radioactive Rocket and Athens Olympic Games

Abstract
The response of a healthcare system for disaster situations in large social or athletic events such as the Athens 2004 Olympic Games was the focus of our efforts. The Public Health Disaster (PHD) Task Force at the National School of Public Health modified the action framework including all Olympic installations in Greece for a two months period (August-September 2004).
In this scenario a terrorist group plans to hit the Olympic installations using Radioisotope Thermoelectric Generators (RTG) which were stole from an ex Soviet territory. Information in the web revealed the location of some accidents or malevolent actions during the recovery of some abandoned and forgotten RTGs. The combination of this accident and the upcoming Olympic Games in Athens was presented as an opportunity for action from a terrorist point of view. The collection of the abandoned RTGs in the North See was tele-executed through a small submarine properly equipped. The problem of the radioactively undetected transportation form the North See to the Aegean See was solved with the modification of an old Soviet cargo ship. The Cargo ship was modified and shielded in order to contain safely the stolen radioactive source.
The carrier of the radioactive source was selected to be Alazan a rocket developed from the soviets for meteorological reasons but now modified to carry radioactive head as advertised in Transdienster an autonomous region in Moldavia with vast quantities of free soviet military arsenal. The rocket was stolen and modified to carry the radioactive source and placed in the cargo ship. But Washington Post and Times reports alarmed the response groups worldwide triggering the response authorities to analyze the situation. Intelligence Services worldwide analyzed the situation and concluded that transportation of the combined terrorist weapon will be performed only through a submarine. When arrived in Greece the cargo ship docked in the Island of Santorini near the old and abandoned mines.
The Alliance Fleet deployed around Attica (Saronikos and Evoikos See) was staffed with high level military personnel along with sophisticated radar assemblies and antimissile systems. The presence of the Fleet provided a high level of confidence and among the Athens population presenting also a major threat to any terrorist plans. When analysis indicated the presence of a terrorist submarine a special force equipped with radiological equipment was ordered to scan the sea.
The terrorist group estimated that the second week 9th day of the games was suitable to attack. The authorities of the Sintorini Island gathered information on the docked ship and were reported to the headquarters. The fleet was alarmed and succeeded to capture the first terrorist boat before the attack. The second terrorist team launched the missile targeting the giant Olympic Flame statue which was located at the Olympic Stadium of Athens.
